I think they only accepted this arrangement because of who they are and the interactions they had in the past which sparked feelings, if not romantic feelings but sense of caring which in dramaland always leads to romance. I mean, he accepted it but she still had her own agenda.
She would’ve still married the other prince solely to leave the mountain for the capital to start her revenge.

They didn’t approve of her regency.

Good thought but from reading comments it looks like deep guilt/PTSD over her death and surrounding incident.
