Prime Minister Wen tries to hide the fact that there are refugees entering the capital. He solves the problem by kicking out all the refugees. King Qi brings a cartload of stuff and the emperor told Xiao Long Xia to go steal it so he can know what's inside. Everyone gets arrested for breaking and entering. The emperor lets them out of jail and then takes all of King Qi's stuff as donations for the refugees.
