After graduating from Doshisha Kori Junior and Senior High School, he graduated from Doshisha University Faculty of Commerce by going on to internal studies.
After graduating from university, he got a job as an apparel maker. In June 1984, he formed a comedic duo "Kei Shimizu Osamu Izumi (abbreviation: Kei Osamu)" with Doshisha University junior Osamu Izumi. In July of the same year, they became a popular combination with many regulars in Kansai. Even winning the Imamiya Children's Ebisu Manzai Rookie Contest, which is the gateway to newcomers.
From August 1987 to April 1988, he made a foray into Tokyo by serving as a personality on the Nippon Broadcasting Radio program "Kei Osamu's All Night Nippon", but withdrew temporarily from Tokyo without success.
In 1993, Shimizu re-entered Tokyo and received an increased number of independent jobs (mainly quiz show panelists, reporters, etc.). In the same year, the duo became inactive and officially disbanded in 2001.
Married to Miyuki Kosaka in 1994, he is currently the father of two children.
Also known as a sportsman talent who handles soccer, golf, surfing, etc. He was part of a local youth soccer club from 5th grade and starts playing soccer. While attending Doshisha University, he joined the soccer club Mitsuba Kickers, and while he was there, he became the best in Japan. Currently, he is active with actor Masanobu Katsumura and others in the Katsushika Senior League soccer team "FCALIANZA".
On June 1, 2012, Shimizu opened "STORAGE", a cafe and apparel shop owned by Shimizu himself, in Kakinokizaka, Meguro-ku.
