The rule is if they can't dub themselves they have to pay for the dubbing artist. Sometimes it's unavoidable bc of scheduling conflicts. And for the top paid actors, they are paid so much its still worth it for them to pay for the dubber, esp if they are shooting something else bc their earn rate is much higher than the dubber pay rate.
