It's better this way. I actually like it wasn't him who kill Murong Senior. Afterall, Murong Senior did save FSG when he was young. It would be bad karma per Chinese culture who kill someone who once saved you.

Zhuang PM is already dead, so although it would make sense it was him, the impact to the storyline at this point is somewhat muted; hence, we can only point to Murong SENIOR and the Empress Dowager. Most likely would be she gave the order and asked Murong SENIOR to execute it.
