In terms of recently:
1. Korea/China - good dramas and variety.
3. Taiwan - Overshadowed at this point by the growing Chinese industry but still puts out some really good stuff (Back to 1989 is a personal favorite because the chemistry between the leads is great - Ivy Shao smiling is adorable and beautiful)
4. Japan - Seems like many are based on mangas(that's the word?) which I do not follow. Some of them I enjoy and find funny but many others are too weird and not funny enough (or they try to be serious and come across as ridiculous). A second problem I have is the propensity for many dramas to tease at romance but never deliver.
5. Thailand - Predictable, some of the genres are filled with abuse, physical violence and it is disheartening.
6. Hong Kong - I don't bother watching unless it's a period drama. In past dramas were ridiculous, cheesy and charming but not so much anymore.
I don't really watch dramas for any other countries (like the Philippines).
