It should be? I don't know after how long, though. I remember that new users can't submit edit either at the beginning, but they'll have that capability eventually, so I'm guessing it's the same with quoting.

It may be a comment limit and not a time limit. Some forums there's a rule where you have to make a certain number of posts (10, 20, 50) before you can start quoting. I don't know why. Seems silly but I guess they have their reasons and I just don't understand.
